摘要
征地工作事关国家经济建设和农民切身利益。随着工业化和城市化进程的加快,大量土地被征用。目前土地还是农民生存保障之本,征地过程中如何确保农民合法权益已成为迫在眉睫的问题。该文通过分析中国征地制度存在的问题,从保护失地农民权益的角度,提出了要严格规范土地征用、完善补偿机制及规范土地交易市场等建议。
The work of land requisition concerns the economic construction of the nation and the benefits of all farmers themselves. With the acceleration of industrialization and urbanization, large quantities of farmland have been requisitioned while land is still the vital element for Chinese peasants to survive. How to well protect farmers＇ legitimate rights during land requisition process has already become the impending issue to solve for policymakers in China. Having analyzed the current flaws existing within the land requisition system of China, the author comes up with relevant suggestions aimed to rigorously regulate the land requisition procedure and land trade markets as well as improve the compensation mechanism from the perspective of rights and benefits protection for the landless farmers.
