摘要
农民公共参与权,是指农民通过合法的途径和方式参与国家政治生活和各种公共事务,对各种决策进行利益表达和施加影响的行为和过程。农民公共参与权的价值与功能在于能够弥补现有政治参与制度的不足,促进政府公共决策民主化、科学化,维护农村社会稳定。实现与保障农民的公共参与权,需要大力发展农村教育事业,提高农民的参与能力;放宽农民结社的空间,促动农民依法成立农会;保障农民知情权,推进政府信息公开;引入协商民主的治理模式;重视大众传媒的作用。
Farmers＇ right in public participation refers to the farmers＇participation in national political life and public affairs through legal ways, and the behavior anal process of interest expression and the influence to various decision-making. The value and function for farmers＇ right in public participation are to he able to make up for the deficiencies of current political participation, to facilitate the democratic and scientific public decision-making, and to maintain social stability in rural areas. To realize and ensure the public participation right of farmers, we must develop rural education, improve their ability of participation, widen the space of farmers association, promote the establishment of farmer union in accordance with the law, guarantee, the right of knowing, promote opening of government information,, introduce consensus democracy governance model, and pay attention to the role of mass media.
