摘要
经济全球化、教育国际化使中国高等教育竞争日趋激烈,发展组织核心竞争力成为高校生存和发展的必然选择。大学的核心竞争力是学校特有的知识凝结形成的积累体系,其深层内涵包括优秀的文化和先进的制度,集中表现为大学的人才培养能力、学术研究能力和服务社会的能力,而这一切都是以高水平的人力资源为前提的。由于当前我国高校人力资源开发与管理存在的问题还相当突出,严重影响教育质量和办学效能,因此要提高高校的办学质量和效益,就必须提高高校人力资源的整体素质,而要做到这一点,很大程度上取决于人力资源管理水平。只有坚持"以人为本"的人力资源开发观念,通过人力资源管理体制和运行机制创新,制定合理有效的人力资源开发与管理规划,才能适应高校人力资源开发与管理的科学化、规范化和民主化的要求,最终培育和提升学校的核心竞争力。
Competition of the higher education in China becomes increasingly severe with economic globalization and education internationalization. And it is a must for university to develop and organize the core competitiveness. The university core competitiveness, which contains the excellent culture and advanced system, manifests through the capability of the talent cultivation, academic study and social service. What' s more, all of these are based on the advanced human resource. For the problems are obvious in terms of the development and management of the present human resource in the universities of our country, which seriously influence the educational quality and efficiency, we should promote these two aspects and the overall quality of the human resource in the university. To realize this goal, we should rely on the level of the management of the human resource. We can meet the demand of the three requirements - - - democracy, regularity, science, foster and promote the core competitiveness only by sticking to the belief - - - humanity, laying down effective project for human resources development through the operating and management system.
