摘要
从20世纪90年代以来就开始探索的农民工社会保障制度,历经十几年的努力,目前仍然处在相对混乱的多种制度模式并存、政策实施效果不理想、农民工社会保障权益明显受损的状态。造成这种局面的主要原因有两个方面:其一是农民工社会保障的政策缺陷,其中包括政策缺位、政策冲突以及政策取向偏离政策目标等;其二是农民工社会保障所涉及的各主体之间的利益冲突,特别是农民工社会保障制度建设与企业和地方政府的利益冲突,这是导致该制度建设陷入困境的更深层次原因。
Investigation of peasant workers' social security system has developed from the 1990s. But at present it is still comparatively rough and tumble with the coexistence of various system models. Policies are poorly implemented,social security rights and interests of peasant workers are obviously damaged. The main causes are:failure of the social security policy,that is,the default and collision of policies,the deviation of the policy orientation from their targets etc.; the second is the interest conflict of all sides involved in peasant workers' social security system,especially the interest conflict between construction of the social security system and the benefits of the business enterprises and local governments,which is the deeper reason of causing the system construction into predicament.
