摘要
2009年长江流域夏收油菜已经丰收,据国家油菜产业技术体系和国家粮油信息中心预测,2009年我国油菜籽产量将比上年有较大幅度增长。但是,由于我国油菜籽品质较差,生产成本较高,在进口油料产品冲击下,目前国内油菜籽销售市场十分低迷,价格继续低位运行,对农民收益和种植积极性造成严重影响。如果没有积极的政策措施加以支持,2009年秋播油菜面积将会再次大幅下降,对我国食用植物油供给安全造成严重威胁。建议中央政府采取推动油菜生产与拉动国产食用植物油消费内需双管齐下的政策,积极促进我国油菜产业良性发展。
Summer harvest rapeseed of Yangtze River valley has been harvested. The Industry Technology System of Rapeseed in China forecast that total rapeseed yield in China will increase markedly in 2009 compared to sales market is in a downturn and the continued low suit of the impact of imported oil products. This will depress farmer income and affect their rapeseed price is the re- farming choices. Without active policy support, autumn rapeseed area would again decline markedly and it could further threaten national plant oil supplies. Strategies were proposed for overcoming the disadvantages and realizing the industrialization potential.
