基于梅兹曼尼安——萨巴提尔模型的公共政策系统风险分析 被引量：8

摘要 影响公共政策实现的风险因素潜在于公共政策系统的各个环节。基于梅兹曼尼安—萨巴提尔模型,对公共政策的风险因素进行了系统的研究,从公共政策问题的特性、政策本身的变量和政策以外变量三方面深入地进行了公共政策系统风险分析,为规避公共政策风险提供了依据,从而增强了公共政策的风险预期分析能力,有效降低了公共政策的风险,提高了政策执行效率。
