摘要
农村土地制度完善与否,土地流转机制是否适应现代经济的市场化发展,对国民经济的发展产生着深远的影响。土地不仅是农业发展最基本的生产资料,也是农民最基本的生活保障。因此,如何充分关注农民的切身利益,成为土地流转中的关键。
The following two parts have great influence the development of the national economy ：whether improving rural land system or not; whether it is adapted to modem market-oriented economic of the development the land transfer mechanism. Land is not only the most basic means of production for the agricultural development, but also protects the basic livelihood for farmers. Therefore, how to give full attention to the vital interests of the farmers has become a key to land circulation.
