摘要
实现中原崛起需要转变政府职能。传统政府职能的主要特征是管辖范围上的全能性和管理行为上的强制性。中国传统政治文化和苏联政府建设模式的影响是这些特征形成的主要原因。转变政府职能,要树立科学发展观,摒弃错误政绩观、形象观;建立民主思想,克服专断意识;树立民本思想,克服官本位思想;强化服务意识,克服强制意识。新型政府职能建设的目标是建设"有限、有为、有效"的服务型政府,把政府建设成为中原崛起的领航员和服务员。
There are needs for the government to transform its functions to make Central Plains rise to prominence. The versatility of administrative scope and the compulsiveness of administrative action are characteristic of the traditional government functions. The influence of the Chinese traditional politics ＆ culture and the So- viet Model is the primary factor contributing to the forming of these characteristics. To transform government functions, idea must be transformed first： establishing views of scientific development and rejecting wrong views of achievements and images; establishing democratic idea and surmounting arbitrary consciousness; es- tablishing people-oriented ideology and overcoming rank consciousness; strengthening service consciousness and getting rid of compulsion consciousness. The constructing of new government functions should aim at con- structing service-oriented government which serves as navigators and attendants in promoting the rising of Central Plains to prominence.
