摘要
上海市机动车污染治理是一项高难度的系统工程,有关各级领导必须高度重视,并实现一元化领导。单车排放控制应作为发动机正常改进的内容,实施先机内后机外的治理路线,在制订排放法规和实施控制技术方面,应加强科学性和严肃性。目前,应加强与国际接轨和与国内其他地区的工作相互协调,先易后难地推行机内净化技术,认真实施I/M计划和贯彻严重超标车的淘汰制度,进一步畅通道路。
Motor vehicle emission control in Shanghai is a very difficult system engineering. Leaders at all levels must pay more attention to the matter. E-mission control for one motor vehicle should be the object of engine improvement. It must be more scientific and serious in the field of formulating emission regulation and taking control technology. At present we must get in touch with the international track and coordinate each other with domestic different areas. The technology of cleaning in engine will be carried out gradually . I/M plan should be carried out conscientiously and elimination institution for vehicle seriouly over standard implemented.
