摘要
对中亚各国而言,水已经成为一种稀缺的、不可替代的战略资源。由于多年来对水资源过度开发而未实行有效的保护,中亚地区已出现严重的水危机,并产生了许多不利的影响。文章通过介绍中亚跨境水资源现状,指出了存在的问题,分析了产生的原因和带来的严重后果,得出国际合作是化解中亚水危机的必然途径,同时以国际法为视角,对中亚跨境水资源国际合作法律制度的构建进行了探讨。
Water has been a rare and irreplaceable strategic resources to Central Asian countries for many years. There has been a serious shortage of water because of the over-exploitation and effective protection of the resources. Based on the actuality of the water over countries in this area, the author of the present article claims that only through the international cooperation can the problem of water shortage be solved.
