摘要
我国是世界上能源生产和消费大国，由于工业化起步晚、人口基数大，能源资源又相对不足，在此资源基础上实施国家可持续发展，除了继续增加资金及技术投入以扩大能源资源总量、完善法制及管理以加强节约外，加大能源供应的开放性、增加油气等资源的进口是十分必要的。从世界工业化实践和我国未来经济发展及生态环境保护的需求出发，将能源供应保障置于国内和国际“两个轮子”上，将成为我国能源战略调整的重要组成部分。
Although China is one of the largest energy producers and consumers in the world, it still has a poorer image in energy mineral resources duo to a rapidly growing industrialization and great number of population. Pursuiting the goal of the country's sustainable development on such a resources base, China needs to pour more capital and technologies into its energy industry to reinforce its mineral bases and to improve regulations and management in energy production and consumption to save its limited resources on the one hand, and to open more widely to the world's energy market in order to import more modern energy minerals on the other. In terms of the practices of the world's industrialization and the recent economic development in China itself, the higher speed of economic development a country has, the more opening energy supply it depends, while the deteriorated environment has a greater pressure on the structural change of energy consumption. It is time, therefore, for China to change its energy supply policy from a selfreliant one to a new one which rests on the “two wheels”of supply from both domestic and international markets, and such a policy should become an important part of the national sustainable development strategy.
