摘要
分析了福建省开展新一轮林改的必要性,认为从2003年开始的新一轮林改是充分发挥集体林区林地潜力的需要,是进一步深化前期林权改革的需要,是新农村建设和现代林业发展的需要;并指出了福建省开展新一轮林改的优势条件,包括福建省在发展林业生产方面所具有的得天独厚的条件和建林业在全国林业中的重要地位,以及福建省在此前开展的历次集体林权制度改革中的先行地位和重要作用等。
The paper analyzes the necessity of the new round reform to collective forest property relations in Fujian Province. The new round reform in 2003 could fully exert the potential of woodland, further deepen the former forest tenure reforms, and meet the needs of construction of a new socialist countryside and modern forestry. The paper also points out the advantage of a new round collective forest tenure reform in Fujian, including unique conditions to improve forestry production, the significant status in Chinese forestry, and the proceeding position and important role in the past successive collective forest tenure reforms in Fujian.
