摘要
影响扩大就业的障碍可划分为两个层面,一是就业主体层面,即与劳动力直接相关的劳动力市场、劳动力保障机制和劳动力素质等问题;二是就业环境层面,即区域经济发展、城乡就业观念、社会制度设置等不平衡状况。对此,需要推进以社会公平为导向的制度创新,以城乡一体化为目标的劳动力市场建设等五项应对策略。
The obstacles of affecting the employment expansion can be divided into two aspects： one aspect is the main body of the employment. That is directly related to labor and labor market, labor protection mechanisms and the quality of labor and other issues; The other aspect is the employment enviroment, including regional economic development, urban and rural employment concepts, the establishment of social systems, and other setting imbalances. Therefore, five strategies should be launched, such as the promotion of social justice-oriented system innovation and the construction of labor market aiming at achieving integration of urban and rural areas.
