摘要
20世纪50年代中期开始,东西方关系走向缓和,东西方关系缓和并不意味着德国问题的解决。德国问题中最为敏感的是柏林问题,美苏等大国都在此有重大利益。由于柏林地位的特殊性,为苏联以柏林问题向美国施压提供了绝佳的场所。而在美苏核对峙下,联邦德国谋求核武装以及美国对此的支持,则让赫鲁晓夫如坐针毡,感到有必要加以制止。
From the mid-1950s, the total tendency of the East-West relationship walked up to relaxation. But the relaxation of the East-West relationship did not mean that the Germany problem had be settled. Berlin problem was the most sensitive problem concerning Germany, in which some great powers like the USA and the Soviet Union had their important interests. The particula- rity of Berlin position provided the Soviet Union with superexcellent place to exert pressure on the US. Under the nuclear confrontation between the USA and the Soviet Union, Khrushchev was on thorns because FRG got nuclear arms.
