摘要
阐述集体林权制度改革的具体目的:激活林业机制,盘活林业资源,增加群众和集体收入,转变政府职能,促进产业发展,促进和谐社会建设.进一步分析改革引发的次生问题:林权承包经营权并未真正放活,适度规模经营难以形成,易引发经济林生产相对过剩,森林生态系统的防护功能减弱.藉以提出进行相关法律法规的配套改革,规模经营,不断完善林业要素市场,转变林业相关部门职能和服务观念等对策建议.
The specific objectives of collective forest tenure reform were described including promote the operating mechanism, activate forestry resource, increase income, transform government function, promote industry development, promote the construction of harmonious society. The problems incurred in collective forest tenure reform were analyzed, such as not give the contracted management greater freedom, difficulty in forming the modest management scale, relative surplus of production of economic forest, weaken of the protection function of forest eco-system. The suggestions for the countermeasures such as assorted reform of related laws and regulations, scaled management, improve forestry elements, change the function and service concept of forestry related sections, were proposed
