摘要
改革开放以来,我国的经济结构发生了重大变革,就业形式也发生了巨大变化:传统的占绝对主流的正规就业模式正日益被正规就业与非正规就业的二元化就业模式所取代。非正规就业的概念要满足科学性、涵盖性、可辨认性,又要符合我国非就业实际情况,在操作层面上对相关举措和对策的探讨,也要突破"鱼和熊掌不可兼得"的两极思维,在市场机制和政府责任的结合点上找到规范和宽松能够相济兼得的新的干预方式,从而使非正规就业"扬长避短",得到健康发展。
Since the reform and opening up,China's economic structure and employment have undergone enormous changes:the traditional dominant formal employment model is increasingly replaced by the dual model of formal and informal employment. This paper explores the scientific definition of informal employment,and in particular investigates various relevant policies and strategies that can be put into operation. The goal is to overturn the polarized thinking of 'You can't have your cake and eat it too' and identify the appropriate government intervention mechanism,which balances market mechanism and the government oversight.
