摘要
简介了广州大学城冷热电三联供能源系统(DES/CCHP)项目的背景、技术方案、效益和运作机制以及项目的进程;分析了项目进展曲折在法律、机制等方面的内在因素.同时初步归纳出几点有益的启示:①电力系统的早期规划、早期协议非常重要;②规模化、大型的DES/CCHP适合中国;③南方地区基于区域供冷和集中供热水的大规模DES/CCHP是高效的、可行的.最后,基于CCHP项目收益对天然气价格的灵敏度分析数据,指出了DES/CCHP对将会占天然气下游市场一半左右的工商业用户来说,是最高效利用天然气的系统集成技术;也是中国能够承受进口高价天然气的关键.
This paper introduced the background, scheme, planned performing mechanism, as well as the progress of guangzhou university towns DES/CCHP project; analyzed the factors which frustrated the project. Some lesson and revelation were deduced: 1 ) Early plan and agreement of electricity connection to grid is significant; 2) Large scope CCHP fitted China; 3) DES based on DCS and hot water network in southern China is high efficient. Finally, based on the sensibility analysis, it's pointed out that DES/CCHP is the highest integrated technology which enables China to undertake the high price of natural gas imported from international market.
