摘要
索马里海盗构成典型的海盗罪,其近年来的频发由多种原因造成。国际社会联合打击索马里海盗具有重要的现实意义。我们虽然可以通过建立国际特别法庭、依据国内法进行审判、完善国内法立法、加强国际刑事司法合作等方式打击和惩治索马里海盗,但是解决索马里海盗问题的根本途径还在于促进索马里的繁荣与稳定。
Solamia pirate constitutes pirate crime in international criminal law, many reasons lead to Solamia pirate＇s rampant, we should establish special international court, punish pirate with domestic law, perfect domestic law, enhance international criminal justice assistance, so as to prevent and punish Solamia pirate, but the most important is promoting the stability and development of Solamia itself.
