摘要
十七届三中全会《决定》是基于科学发展的农业"破题"之作。《决定》充分体现科学发展观的第一要义:发展;体现科学发展观的核心:以人为本;体现科学发展观的根本要求:全面、协调、可持续发展;体现科学发展观的根本方法:统筹兼顾。
The ＂Decision＂ in the Third Plenum of the 17th CPCC 17 is a breakthrough in the implementation of Scientific Development in rural areas. It fully reflects the essence of Scientific Development. the Third Plenary Session of the ＂Decision＂ is based on the scientific development of agriculture ＂breaking title＂ for the. ＂Decide＂ fully emphasizes the top priority of the Scientific Development Perspective, that is to develop; embodies the core of the Scientific Development Perspective, that is the people-oriented concept; reflects a fundamental requirement of a comprehensive, coordinated and sustainable development, and a fundamental concept of scientific development approach, that is to make a overall arrangement.
