摘要
频频爆发的突发事件使得管理者意识到:无论设计多么安全可靠,运作系统仍然无法在自然灾害、运营意外以及人为灾难面前完全免疫。就运作系统能力的事后应急管理进行研究,提出了一个适应性较广、流程较为明确的分析框架以及相应措施,以期为大型运作系统的灾后应急管理提供一个较完善的逻辑分析思路。
Unpredictable disruptions have made mangers quite clear that, no matter how safe the design is, the operation systems can not be immune to nature disarsters, operational accident and intentional attacks still. This paper focus on the capacity management after disruption, and presents an analytical framework be of wide adaptiveness and clearity. Some contermeasures are presented also. All of these are pretended to provide an more logical analysis for the capacity management of large - scale operation systems when they were disrupted.
