摘要
近三十年来,在城市化率不断提升的背景下,我国失地农民总量剧增,2009年已近达5000万;预计2020年将超过1个亿。面对城市化进程中形成的这一特殊社会群体,如何保证其"失地不失教、失地不失业",已经成为政府、社会共同关注的问题,也成为关注民生的重要标尺。
In the recent thirty years, urbanization rate increases and number of farmers increases who have lost their lands, 50 million by 2009, and over 100 million by 2020. With such a community formed in the urbanization, measures have been taken to ensure their employment despite the loss of land.
