摘要
新中国成立后,我国高校的领导机制几经沿革,最终形成党委领导下的校长负责制。党委领导下的校长负责制是保证社会主义办学方向、实现人才培养目标的必然选择。高校要建立高效的领导和运行机制,必须明晰党委和行政职权,区分党委和行政责任,明确党委工作重点,提高党的领导水平。
After the founding of the People＇ s Republic of China, the system of leadership in universities has experienced several changes, and eventually identified as the Principal responsibility under the leadership of the party committees, which is the inevitable choice to ensure the socialistic direction of running the schooling as well as achieving the objectives of talent cultivating. In order to establish highly efficient operative mechanism, it＇ s in great need to clear the terms of reference of the party committees and the administration system, to differentiate the different responsibility between the party committees and the administrative bodies, to stress the focus of work and to improve the level of leadership of the party committees.
