摘要
民主制度的持续发展有赖于民主绩效的充分发挥。从学理上讲,民主的运转有"善"与"恶"的两面性。从实践上看,四川民主制度创新的实绩正印证了民主绩效的两面性:民主让民众享受到了民主所带来的好处,有力地诠释了民主的普适性意义;然而,民主也绝非尽善尽美,它存在着内在的风险,往往导致民主的失败。鉴于此,我们必须立足于民主发展的现实基础,处理好关涉民主发展的核心因素,规避民主运行的风险,使民主高效运转起来。
The sustainable development of democracy depends on enough elaboration of democracy performance. Theoretically,democracy is two-fold with 'good' and 'bad'. In practice,the tangible achievements of democracy innovation in Sichuan confirms the dual nature of democracy performance: on the one hand it makes people enjoy the benefits brought by democracy and annotates the universal significance of democracy forcefully; on the other hand as democracy isn’t perfect,it has inner risks which result in the failure of itself. So,we must deal with the nucleus factors which influence the development of democracy based on the practical foundation,evade the risks of democracy in operation and make democracy run effectively.
