摘要
现今我国进城和在乡镇企业务工的农民工总数在2亿人左右,为我国的经济发展做出了巨大贡献。但农民工的医疗保障却没有得到相应的重视。究其原因,主要是由于政府在农民工医疗保障方面定位不准、职能缺失,农民工医疗保障制度建设滞后、经办管理能力不高,再加上农民工自身文化素质、维权与参保意识较低,其医疗保障权益屡遭侵害。要完善农民工医疗保障必须发挥政府的社会管理职能,妥善解决农民工基本医疗保险问题,这是维护农民工医疗保障权益,使农民工病有所医的重要途径。
At present, there are 200 million migrant workers in China. They make tremendous contribution to the economical development of our country. But their medical insurance has not been given enough attention to. Building the system of migrant workers＇ medical insurance is behind, capacity of the management is not advanced, the government＇s orientation on workers＇ medical insurance is not exact and lack of the government＇s function. In addition, for the migrant workers, cultural quality, consciousness of maintaining the right and participating in the medical insurance are low-level, their right of medical insurance have been often infracted. Exerting the government＇ s social management, the proper solutions to the problems of the medical insurance are important for the migrant workers to get the medical services.
