摘要
十七大首次强调初次分配体现公平,这是针对初次分配中存在的分配不公提出的。初次分配要处理好效率与公平的关系完全是由现实问题决定的。要区分产生收入差别的合理因素和不合理因素,制定措施,制止和解决由不合理因素引起的分配不公问题,对合理因素引起的收入差距问题则主要通过再分配的途径来解决。
In CPC＇s 17th National Congress report, it is stressed that fairness should be embodied in the first-time distribution. In the first-time distribution, efficiency and fairness should be well dealt with by considering the actual situation. The rational and irrational factors should be sorted out in the first-time distribution. The unfairness caused by irrational factors should be prevented, and the problems caused by rational factors should be solved by re-distribution.
