摘要
科研经费是增强高校可持续发展能力的重要保障。如何管好、用好科研经费，提高科研经费的投入产出效益是科研财务管理面临的新课题，同时也是亟待解决的科研管理难题。在遵循实验室科研管理规律的基础上，探索实验经费管理体制上更为有效的形式，为使经费管理能在高校科学研究中发挥其重要作用进行一些思考。
The scientific research funds play an important role in the improvement on the persistent progress of colleges and universities. How to make good use of these funds and,improve the effectiveness are critical for the management. According to the rules of scientific management, this paper discusses the effective management to avoid the malpractice and promote the progress of the scientific research item.
