摘要
离岸银行业务具有不同于在岸业务的特征,对离岸银行业务的监管也具有不同于在岸业务的难度。在各种对离岸银行业务的监管中,巴塞尔体制是较有可能发展成最具国际性的监管体制的体制。目前,由于巴塞尔体制没有强制执行机制而使其应有的效力大打折扣,因此,巴塞尔体制具有强制执行力是有效监管的希望。
