摘要
针对发电商容量持留对电力系统充裕度的影响问题,根据发电商容量持留激励建立节点电价机制下的发电商最大收益模型,并通过循环博弈模型来考察多个发电商的容量持留。通过该模型和蒙特卡罗模拟法研究发电商容量持留对电力系统充裕度的影响,揭示了发电商容量持留对系统可靠性的作用。在此基础上进一步研究线路约束和市场集中度对电力系统充裕度的影响,同时对不同节点上的容量持留对系统可靠性的影响进行了细致分析,并提出了提高系统可靠性的发电商容量持留抑制措施。通过IEEE RTS-79网络算例说明了该理论和方法的正确性。
With regarding to the capacity withholding problem in a power market, a model maximizing the profit of the power producer under nodal price mechanism is proposed and the game between the producers is solved with an iterative approach. With this model, the impacts of capacity withholding on system adequacy are evaluated based on Monte-Carlo simulation. Moreover, the impacts of transmission constraints and market concentration on power system reliability are studied and the countermeasures for improving the system adequacy by reducing capacity withholding are proposed. The theory and the approach are illustrated by the IEEE RTS-79 system.
