摘要
中国推行成品油价格和税费改革是节能制度的一次重大变革。纵观中国能源制度的变革历程,运用制度变迁理论进行分析,可以看出中国节能制度演进的逻辑。第一,节能制度变革应顺应经济社会可持续发展的要求,因时而动、顺势而为;第二,节能制度变革应循序渐进,注重策略与效率,原则性与灵活性相结合;第三,强制性变迁与诱致性变迁的结合是节能制度变迁的有效路径,以强制性方式推动变迁,以诱致性方式促使变迁深入。
Carrying out the reform of price andtaxes _fees of refined oil is a significant transformation of conserve energy system in China. Looking over the course of Chinese energy system transformation, and analysing the from the theory of system vicissitude, may see the evolution logic of - Chinese energy conservation system. First, the transformation of energy conservation system should comply with the request of sustainable development, change according to times, take advantage of opportunity to do anything; Second, the transformation of energy conservation system should proceed in an orderly way, pay attention to strategy and efficiency, combine principle with flexibility; Third,it＇s an effective way to unite compulsory vicissitude with induced vicissitude, we can promote the vicissitude by compulsory way, penetrate it deeply by induced way.
