摘要
农村劳动力外出就业是当前农村劳动力转移的主要方式。福建省晋江市作为沿海较发达地区,在农村劳动力转移就业方面有自身特点。在对晋江市实地调研基础上分析了其用工方面特点、缺工原因、未来用工走势,笔者认为:用工方面特点在于用工量大、结构性缺工严重、用工人员中多以省外为主、信誉度较好的规模企业相对缺工较少等,而导致当前缺工原因主要为农村剩余劳动力再转移可能性小、产业不断扩大升级以及劳动力市场供过于求带来选择性就业空间增大,这种缺工现象短期内将呈扩大化趋势,长期来看因技术进步这种状况会得以缓和。并据此提出当前的应对措施:政府应建立健全就业服务体系、加大培训力度、开展劳务协作等;企业应提高就业人员的待遇并使其对将要或已经就业岗位有较好的预期,注重推进技术改造。
Rural labors' employment out of home is a main method of rural labor transfer. As a developed coastal area, Jinjiang city has some its own characteristics in rural labor employment. Based on the investigation to this city, some aspects, such as the characteristics of employment, the causes of deficiency in rural labors, the trends of employment in the future were studied. The characteristics, such as big amount of the employing labor quantity, a structural shortage of rural labor workers, main labor from the province outside, lack of fewer workers in good credibility and scale enterprises had been analyzed. The causes include less possibility of the transfer of rural surplus labor force, industry enlargement and upgrade, employment selection under supply exceeding demand in labor force market. The enlargement of the labor force shortage would be a trend recently and the insufficient supply would be mitigated after technical progress in the long run. According to them, some current countermeasures were put forward: The government should establish the perfect employment service system, enlarge training strength and develop labor cooperation, etc.; the enterprises should improve the treatment of employment and make him or her have a good expectation of employment opportunities and promote the technical transformation actively.
