摘要
当前,政府与市场双重失灵的新现象不断出现,人们发现,市场失灵背后都有政府失败的因素,政府的相关管制政策和价值也存在偏颇。理顺公共政策的价值取向和维度,实行政府、市场、社会的立体互动,从多维度治理政府和市场双重失灵,是政府制度创新的迫切课题。
At present,the double failure phenomenon of market and government often occurred.The public find that there are some factors hided in the market failure,and there are some distorture of regulating policy and values.So ordering value direction and dimensionality of public policy,rectifying from government,market,society interwork path to deal with double failure is an urgent issue for government institution innovation.
