摘要
为研究沈阳市开发区发展过程中出现的问题和其竞争力所在,通过对沈阳市开发区的实地走访和关于开发区投资环境及劳动力市场状况的问卷调查,对沈阳市国家级开发区和省级开发区的现状进行概括总结,同时对沈阳市的12个开发区进行竞争力评价。在此基础上,针对目前开发区发展遇到的实际困难,提出全面提升沈阳市开发区综合竞争力、空间扩展由外延式扩张转向内涵型发展、将开发区单一的生产功能转化为多元化综合性城市功能、将开发区发展成为区域一体化的核心等对策建议。
To find the difficulties in the progress of development and competitive strengths of development zones in Shenyang, the basic situations are summarized to the State-level and Province-level development zones, 12 development zones are evaluated concerning their competitive strenths through field research and questionnaires concerning the investment environment and labor market. Proposals are projected such as the comprehensive enhancement of the competitive strengths of the development zones, the transformation of extensive development to intensive development of the space expansions, the transition of single productive function to multiple extensive urban functions, and the formation of the cores of local economic integration, so as to solve the problems facing the development zones.
