摘要
黄土高原是水土流失最严重的地区之一。由于植被能有效地控制水土流失，因此建国以来该区投入了大量人力、物力和财力进行林草植被建设，取得了巨大成绩，但也存在一些问题。为了从根本上解决林草植被建设中存在的问题，应首先解决好以下３个问题即标准，效益和规模。现在的当务之急是建立水土保持植被的质量标准，探求提高水土保持植被功能换算系数的途径，确立区域植被建设应发展的规模。只有这样，才能促进黄土高原林草植被建设的健康发展。
The Loess Plateau is one of the regions with serious soil and water losses in the world. Labor power, material resources and funds have been input in the vegetation construction and a great progress has been made ,but there have still been a few problems on the Loess Plateau since 1949 because the vegetation can effectively control the soil and water losses in this region. However, it is necessary that three problems i.e. Criteria, benefit and scope, should be well solved in the further vegetation construction project. At present, it is urgent requirement to set the quality criteria of soil and water conservation vegetation, to seek the way to raise the functional conversion coefficient and to determine the effective vegetation coverage for different regions. Only in this way can the vegetation construction be promoted and a great northwestern region with green, beautiful mountain and valley can come true in the near future.
