In March 2003, deputies to the National People's Congress, the country's top legislature, put community-based correction on the agenda of the reform of the judicial system. On July 10, the Supreme People's Court. the SupremePeople's Procuratorate, the Ministry of Public Security and the Ministry of Justice issued a joint circular concerningcommunity-based correction. On September 1, the four departments called a work conference on carrying out experimentsin community correction. At present, experiments in community correction have been put into execution in Beijingand Shanghai. Preparatory work has started in Tianjin, Zhejiang, Jiangsu and Shandong. Community-based correctionhas become a hot topic for discussion. What about the experiments? The following is a report on it.
