摘要
从当前公路建设管理现状分析入手,总结公路建设项目代建制概念及类型。分析了代建人与政府、项目业主、施工承包商以及工程监理的责权关系,提出了公路代建制管理模式中的新型产权结构,为规范代建制模式中各方行为,实现权力高效运行与有效监督提供了依据。
Based on the current situation of highway construction and management, the thesis summarizes the concepts and the classification of deputy construction mechanism patterns. Through the analysis of relationship between the deputy construction person and government, project owner, the construction contractor, the construction supervisor, a new pattern of property right is put forward, which provides powerful evidence for the canonical action, the high efficiency of power and the effective intendance.
