摘要
目的通过收支情况来分析绍兴县社区卫生服务运营现状,探索社区卫生服务的主要成本和结构。方法采用整群抽样的方法对绍兴县社区卫生服务中心进行了问卷调查,主要调查社区卫生服务中心的基本情况和近4年的收支状况。结果绍兴县社区卫生服务中心的设置94.74%达到国家的设置标准,其主要支出项目为药品费和劳务费,约占全部支出的60%,其补偿来源主要是药品收入和医疗收入,约占88.17%,而政府投入只占9.35%,4年来发生亏损的中心约占36.84%。结论“以药养医”现象依然严重,政府应加大财政投入,完善补偿机制,注重全科医师的培养,以适应社区卫生服务发展的需求。
Objective To identify the running state of community health service in Shaoxing county and find out the main cost and its structure by analyzing income and expenditure.Methods Questionnaires were distributed to 19 community health service centers,the contents included the basic situation,income and expenditure in recent 4 years.Results 94.74 percent of community health service centers in Shaoxing reached national standards,the main expenditure items were drug cost and labor cost,which occupied about 60% of the total.while the income mainly came from drug and treatment,which occupied about 88.17% of the total.However,the input from government only occupied 9.35%.About 36.84% of the centers suffered a loss in recent 4 yeas.Conclusion For community health service centers in Shaoxing county,drug cost takes up a big part in total income.The government should increase financial support to community health service.Training on general practitioners should be paid more attention to adapt the development of community health service.
