摘要
历史文化保护区的保护整治不同于城市旧区的更新改造，在指导思想上要正确处理好社会、环境效益和经济效益三者之间的关系，必须树立以环境效益为第一的思想．从持续发展的要求出发，要有为泉城人民大众和子孙后代贡献的战略方针．在工作方法上要根据保护区的历史、现状和发展要求，深入调查，综合考虑，控制一次性的整治和规模，如有现在解决不了的问题，不妨留给后人去处置．本文结合山东大学芙蓉街曲水亭街地区保护整治规划设计实践作一研究探索．
Preservation planning in historical and cultural ditricts is much different from urban reconstruction in old general built areas . It requires to deal with the relationshop among social and environmental and economic Profit in which the enviromnental one must be consldered the most important. Planning practice about this topic in Jinan city is introduced and relevant conclusions are given in the paper.
