摘要
探讨职业体育产业政府规制改革的意义、特殊性、动力机制、目标与机理,对指导我国职业体育产业政府规制改革具有重要的现实意义与理论参考价值。我国职业体育产业规制改革无论在外部环境、市场失灵、市场欠缺,还是改革的性质上都具有自身的特殊性;规制改革是行政力、市场力和外部动力三者共同作用的结果;目标是优化规制、有效规制;其重要机理:一是通过引入竞争、实行激励性规制;二是在设计规制制度时,要建立最大化利用市场机会、最小化实施规制的内在机制。
Discussing the significance, particularity, driving mechanism, goal and mechanism of regulation reform in professional sports industry has vitally practical significance and referencing value to instruct our regulation reform. Firstly, our regulation reform in professional sports industry has own particularities in its nature and external environment, and in market failure and deficiency. Secondly, it is resulted from the combined action of administrative strength, market strength and exterior power. And its goal is optimized and effective regulation. Finally, its important mechanisms are to introduce the competition, to implement the exciting regulations, and to establish the intrinsic mechanism of the maximization of using the market opportunity and the minimum of implementing the regulation when designing regulation system.
