The achievement of tactic surprise is an objective requirement in arresting activity and it is one of the important winning rules. It could smartly take advantage of the vulnerability of the mental set of the arrested object, actively create the time and space advantages which is benefit to initiative attack, launch rapid and heavy attack with flexible and various tactics and unexpected ways, so as to effectively weaken and deprive of the arrested object＇s resistive ability and chance, improve the success rate and safety in arresting activity and realize the maximum benefit in law enforcement.
