摘要
针对水利专项规划环境影响评价的内容及评价重点进行了探讨,并就如何推动、发展和完善水利专项规划环境影响评价提出了建议。认为,水利专项规划环境影响评价内容主要包括规划协调性分析、环境现状分析、环境影响识别、环境影响预测分析与评价、环境影响减缓措施、环境监测与跟踪评价等,应从宏观角度考虑规划方案实施对流域(区域)社会、经济和环境产生的影响并进行全面分析与预测评价,把握主要环境问题,充分重视自然保护区等生态敏感点,保证流域(区域)生态环境需水,考虑梯级水库的叠加累积影响,从环境保护的角度为拟定和优化规划方案提供参考。
The contents and key points of the environmental impact assessment of the water resources planning were discussed.Some advices were given for the promotion,development and improvement of the environmental impact assessment of the water resources planning.The contents mainly included the planning compatibility analysis,the environmental situation analysis,the environmental impact identification,the environmental impact forecast analysis and assessment,the environmental impact deceleration arrangement and the environmental monitoring and tracking assessment,etc.The comprehensive analysis and forecast assessment for the influences of the planning schemes on the society,economy and environment should be performed from the macroscopic viewpoint.The main environmental problem and ecological sensitive points of the nature reserves should be highlighted.The water demand of ecological environment in a river basin should be ensured.The accumulated effect of the cascade reservoirs should be taken into account.Some advices for the constitution and optimization of the planning schemes were put forward from the viewpoint of environmental protection.
