摘要
国际金融危机说明,我国倚重低工资支持的出口型工业的增长方式已走到极限。加快转变经济发展方式,是关系国民经济全局的紧迫战略任务。要确立"从成本优势转向争取技术优势"的战略思想,加快推动自主型的产业优化升级与技术进步。转变发展方式,首先要坚持实事求是的思想路线,打破"全盘私有化"和"融入全球化"的迷信。改革开放政策,要从我国国情和国际环境出发,要服从现代化建设的基本战略任务,要坚持社会主义市场经济方向。改革要正确处理效率与公平、市场与政府、开放性与自主性的关系,扭转过分削弱政府行业管理职能、过分依赖外资的倾向。开放要以不损害国家主权与发展的核心利益为底线,要为未来的产业优化升级预留空间。
The international financial crisis indicates that China has touched the limit of the growth model featured in low-wage and manufacturingexportation. The urgent strategic mission for China is to make swift change in the development mode, to re-orient from low-cost to high-tech with a definite strategic perspective in industrial upgrading and technology promotion, and conducted independently. A swift change in development model is calling on a fact-based-truth thinking approach, against the blind faith in ＂full privatization＂ and ＂globalization myth＂. The reform and open-up policies must be in line with domestic and international conditions, serve the strategic goals of China＇s modernization, and keep on the principles of socialist market economy. We have to balance efficiency vs. equality, market vs. government, and open-up vs. self-reliance. Excessive inhibiting the government from supervising industrial operation must be removed, so does the excessive reliance on foreign capital. Open-up policy must not damage sovereignty and core national interest; the room for future industry optimization and upgrading is also in the hands of current open-up policies.
