摘要
本文主要讨论了洱海管理条例、三退三还、两取消、两禁止等主要水环境政策的发展、成就和存在的问题,其中最主要问题是政策执行的资金投入严重缺乏。通过和新《水污染防治法》比较,洱海水环境政策存在忽视饮用水水源保护、生态补偿机制缺失、违法成本低等问题,有待于进一步完善。
The paper mainly focused on discussing the development , achievement and problem of water environment policies, including Erhai Management Regulation, ＂three - returning and three - reconverting＂, ＂two cancellations＂ and ＂two forbiddances＂ . The most difficulty of the polices was the fund shortage. Compared the new Law on the Prevention and Treatment of Water Pollution of the People＇s Republic of China, The water environment polices did not have special provisions about the safety of drinking water, lack ecological compensation system , and the punishmerit intensity of the regulation was too light.
