讲述了造纸工业的地位、发展成就和问题，着重阐述了２１世纪中国造纸工业的发展前景和规划措施。
Since the execution of the Reform and Open Policy in the early eighties,the Chinese pulp and paper industry has been growing at a comparatively rapid pace.Major happenings in the Chinese pulp and paper industry in 1997 were the closing down of hundreds of small mills due to environmental regulation enforcement,the over saturated market of a few traditional paper grades and the increasing amount of imported paper and paperboard.Total paper and paperboard production is scheduled for 30 million metric tons in 2000 and 40～45 million metric tons in 2010,equivalent to average annual growth of 46% and 3%～4% respectively.To achieve the targeted goal,a restructuring of fibrous raw material resources employment has to be made,aiming at increasing the share of woodpulp in the papermaking furnish.Reorganizing of mill size has to be taking care of such that the average mill size will warrant the incorporation of chemical recovery systems and become more competitive in the global market.Environmental issues will be as important as ever for the healthy growth of Chinese paper industry.
