摘要
高校基本建设领域出现的问题,在很大程度上与缺少对基本建设的财务管理和监督有密切关系。加强高校基本建设财务管理和监督,是提高投资办学效益的根本保证,有利于高校决策基本建设投资;加强高校基本建设财务管理和监督应贯穿于开工前、施工中、竣工后三个环节。
The problems emersed in the capital construction of colleges are intimately caused by lacking of financial management and supervision. To strengthen the financial management and supervision can make colleges more cost-efficient and facilitate the decision making on investments. The financial management and supervision of capital construction of colleges should be performed during the three procedures of the time before, during and after construction.
