摘要
石羊河流域是社会经济活动对水资源依赖性极强的区域,水资源的供需状况成了决定本区发展的生命线。随着人口的增长和经济的发展,石羊河流域的水资源严重超载,社会经济用水挤占生态用水,原有的水资源利用方式和经济发展模式已经不能适应整个流域可持续发展的需要,生态环境日益恶化,植被退化、枯死,沙漠不断向绿洲逼近,沙尘暴频发。在反思惨痛教训的基础上,提出了石羊河流域上中下游的功能定位。为了保证生态经济系统的协调发展,提出了该流域的发展对策。
The socioeconomic activities depend on water resources greatly in Shiyang River basin. The supply and demand situation of water resources is the life line that decides the development of this basin. For many years, with the population growth and economic development, water resources were seriously overloaded, eco - water was occupied economic development. The original utilization mode of water resources and economic development pattern did not adapt to sustainable development of the whole basin, which cause the eco - environment worsen, vegetation degeneration, the desertification and the frequent sand storm function orientation in the basin was put forward. That were water conservation and moderate rotation of grazing in upper reaches, synthesis development under the condition of food self - sufficient in middle reaches ; mainly development of stockbreeding under the condition of food self - sufficient in middle reaches. In order to ensure the harmony development of eco - economy system, development countermeasures were proposed.
