摘要
中国的行政问责从2003年的非典时期开始,逐步展开并迅速深化,中国的现实状况和所处的世界环境则为行政问责制的推行提供了大量有利条件。本文以最广义的政府责任定义为基础,从市场经济体制、公民受教育程度、行政法制建设和行政管理科学化、国际竞争和交往、党和政府的重视五个方面来探析中国推行行政问责制的有利条件。
From 2003, the attribute of administrative accountability has started in China .The trend has been gradually spreading out and rapidly progressing China＇ s actual situation and world circumstance provide many advantages for implementing the attribute of administrative accountability, this essay discuses these advantages, including five sections ：the market economic mechanism citizen＇ s education level, the construction of administrative law and administrating relying on science,, international competition and communication, and the Communist Party of China government taking the attribute of administrative accountability seriously.
