摘要
本文运用政策分析的研究方法，系统分析了我国水污染收费系统存在的问题，并从协调排污收费和使用者收费、完善使用者收费及污水集中处理设施的企业化经营管理几个方面探讨了系统改进方案。
Lack of coordination between effluent charge system and user charge system, and the imperfect user charge system have led to the limitation of the development of wastewater treatment plants. In this paper, the problems of wastewater charge system have been studied systematically. Meanwhile, some reforming proposals have been put forward from the view of coordination of effluent charge and user charge to improve user charge system and enterprise management of wastewater treatment plants.
