摘要
探讨了农村职业教育反贫困中的政府统筹政策框架,探讨了关于政府的作用、城乡统筹发展论和扩大农村教育机会等问题,认为美国农村教育成就项目、日本政府教育资源规范化有一定的指导作用,实施城乡教育统筹的政策框架一是政策规定应有全面性、系统性。二是政策目标应有一致性。三是政策体系应有确定性。政府的应该加强统筹、规范办学行为、明确普职分流。
The article discusses policy framework of government overall planning in anti- poverty of rural vocational education, and expounds some problems, such as the role of government, the theory of balancing urban and rural development and enlarging the chance of rural education, the author holds that American rural education achievement project and the normalization of educational resources of Japanese government have certain guiding role, the policy framework of balancing urban and rural development should be carried out from three aspects, one is policy regulations should have the characteristics of all- sidedness and systematization, the other is policy objective should have consistency, the last is policy system should have determinacy. Therefore, government should strengthen overall planning, regulate managing behaviors of schools and do well distributary management.
