摘要
《中华人民共和国政府信息公开条例》已正式施行。如何正确理解行政公开的重要意义,是理论研究的需要,更是行政法治实践的需要。从行政公开制度对当前我国行政法治建设基本价值目标之意义的角度来看,行政公开制度对于行政合法性、合理性和正当性具有重要的制度价值,因此加速完善和发展行政公开制度是我国行政法治建设的必由之路。
Rule of Government Information Publicity has been put in force for several months. How to understand the significance of administration publicity properly is not only the need of fundamental research, but also the need of practice in rule of law. From the visual angle of how significant administration publicity system is to the main goal of administrative legal system construction, the important system value of administration publicity system to administration legality, rationality and validity is analyzed, and then it is pointed out that developing and consummating administration publicity system increasingly is the way that must be taken in our country＇s administrative legal system construction.
