摘要
兰州市土地利用变更调查结果显示，1997～2005年全市耕地净减数量为19142．62hm^2，年均净减少2126．96hm^2。为了确保兰州市耕地和基本农田利用的可持续发展，通过广泛收集资料、实地调研、结合模型计算，因地制宜地提出了耕地和基本农田保护与利用对策：积极推进耕地和基本农田保护体制改革，加快体制创新的步伐；完善治理整顿制度及监督、监测机制；加大土地复垦、整理力度；研究制定非公益性建设占用耕地的机制；协调耕地保护与生态退耕的关系等。
Results of investigation on changes of land utilization all over Lanzhou City showed that the net decrease amount of cultivated land area in Lanzhou city was 19 142.62 hm^2 from 1997 to 2005 and the annual average net decrease was 2 126.96 hm^2. In order to ensure the cultivated land conservation and the sustainable development of primary farmland, a series of methods were used to study conservation measures in the paper on the basis of collecting data, field investigation and model computation, i.e. actively promoting the conservation system reform of the cultivated land and the primary farmland; speeding up the pace of innovation system; strengthening rectification system, supervision and monitoring mechanisms ; reinforcing the effort in reclamation of land and management ; studying the development of non - public conversion of cultivated land for construction of the mechanism and coordinating relationship between cultivated land protection and ecological land.
